U.S. History to 1870 In 1787, a former Continental Army officer named Daniel Shays led an armed
rebellion in Massachusetts against the newly formed American republic. Men from several western

Question 4392 Civil Rights: Then and Now
In the 1960s, the civil rights movement was at its height. Congress passed the Civil Rights Act and Voting
Rights Act in 1964 and 1965, which first outlawed segregation in public places and dismantled laws that
previously had prevented people from voting based on their race. Basically, these two laws finally
buffered the 14th and 15th amendments, both of which were passed during Reconstruction. This
information is covered in Chapter 29 in further detail. The United States was not the only place
experiencing a civil rights movement. South Africa, Northern Ireland, India, etc. are just a few places
going through the same thing. During graduate school, I lived in Northern Ireland for a semester. It is a
province of the United Kingdom that for many years sustained a long-term conflict between the majority
Protestant population and the minority Catholic populace. Catholics often complained that they were
discriminated against in jobs, education, housing, and unfairly targeted by police. Does that sound
familiar to Americans? It should. Stick with me here, because I have a point, but I need to explain a few
things to get there. This conflict between Catholics and Protestants went on for years. Conflict is a nice
word for war, because that is essentially what it was. For the better part of 30 years, 3,000 people were
killed (in a place that is the size a few Chicago suburbs put together, so it’s a significant number) and
generations were affected by violence. In the 1990s, though, most of the groups on both sides (not all)
sought peace and a comprehensive peace agreement was agreed upon by a huge landslide vote. Part of
the peace agreement addressed a long-standing grievance about Catholics not trusting the police force
that was overwhelmingly (95%) Protestant. Catholics simply did not join. In the years that followed the
agreement, the police force, which had been highly militarized during the conflict (understandably so)
began to appear less militarized and more like a community type of police, and heavily recruited
Catholics and other minorities to join the force. Since then the force is much more reflective of the populace. It must be noted that not everyone sits around and sings kumbaya now.  However,
sometimes you have to fake it till you make it, and real progress has been made. (My master’s thesis
was on this conflict so I am writing simply from memory and knowledge of events.) So here is the bridge:
Clearly in this country we are experiencing a similar gulf between minority citizens and police.
Depending on the color of your skin, the neighborhood you live in, your socio-economic status, our
perception of law enforcement seems to vary based on our differed experiences. While our police forces
tend to be more diverse than that of Northern Ireland, they are still not always reflective of the neighborhoods they patrol. (Please note I am not necessarily arguing that they must be; I am simply
stating what exists.) In this discussion board, therefore, I would like you to engage in an exchange of
dialogue about race, policing and community relations. What are the demographics of your local
town/neighborhood? (I am not asking you to look at the census, but just simply comment on what you
see.) Would you describe your community as diverse, and along with that, I suppose you need to
describe what you perceive as diversity. What is the socio-economic status (if you feel comfortable
talking about it) of your community? Furthermore, discuss your perception of police in your
neighborhood and in general. How would you characterize your interactions with police in your local
community? How much do you think those interactions have affected how you view the issues of law

From the case, Marucci had the right to file a lawsuit against NFHS and NCAA. The standard provided by NCAA and NFHS were not in good faith since they violated the Sherman Act. Section one of the act indicates that contract that restraint commerce is illegal. Section one prohibits agreement that causes
bid-rigging, price-fixing, and refusal to deal, among others. The parties agreeing or affected by the agreement may be customers, competitors, or both. The standard set by the NCAA and NFHS affected both the competitors and the customers. Muracci reported decreased sales of four products. The
composite bats represented wood bats, making it hard for the Muracci to sell all the eleven products as they were decertified for use in collegiate and high school games (Ward 16). The change made by NCAA and NFHS violated section one of the Sherman Act.
The standards provided by NFHS and NCAA restrained the trade of games products centrally to the Sherman Act. The court uses two approaches of section one to pass out judgment. First, the approach includes bid-rigging and price-fixing activities. Secondly, the approach considers the reason why an
individual or organization took certain action. In the case, it is clear that NFHS and NCAA action had a negative economic effect on Muracci since four of the products were not selling. In consideration of the first approach of section one, the standards put across by NCAA and NFHS indirectly favored some
producers in the market (McNeese 39). Muracci had enough evidence to prove that NFHS and NCAA standards violated the Sherman Act.

The most significant written assignment in this course is the Risk Assessment Project. There are 2 deliverables with this assignment: Risk Assessment Proposal; and Risk Assessment Project. The first thing you need to do is pick a business or public organization that you want to focus on and the key to remember is that the risk assessment will focus on information systems. So, you want to pick an
organization that handles sensitive and confidential data. Some good examples are healthcare or financial organizations and online eCommerce businesses. I have had students in the past pick organizations like NBA teams that make the assignment very difficult to write.
The assessment should follow a strong framework, like the one presented and explained in our OER NIST SP800-30r1. While you do not need to know the specific information systems architecture (hardware, software, communications) at the organization, you do need to be able to discuss what sensitive data
they capture, store, manipulate, and transfer.
I have created and attached a template for the final Risk Assessment Project to assist with the process.

The objective of this project is to develop a Risk Assessment Report for a company, government agency, or other organization. The analysis will be conducted using only publicly available information (that is, information obtainable on the Internet (using a browser), company reports, news reports, journal articles, etc.). As you are working thorough your risk assessment, it is very important to
understand that this assignment is focused on Cyber Risk Analysis, not business processes. Risk analysis can be viewed through either the IT/Cyber lens or the business lens. The difference is that the business focus is the bottom line of operations, in other words how will risk effect profit?
The Cyber Risk Analysis is focused on how will risk effect our information assurance? So, as you use the NIST documentation to format your Risk Assessment, be sure to focus on IT resources, and address the
questions of how can the organization be hacked? and what is the potential cost of not fixing vulnerabilities?
